The main objective for the project “Livorno: a knowledge province for senior at work”, VS/2005/0313 backed by Provincia di Livorno and managed by Provincia di Livorno Sviluppo Srl, has been to promote a labour market based on knowledge to fight the tendency of the over 50s leaving work and helping those who have left employment to return to it through processes of active ageing. The project.s actions included – training courses, study circles, support for business start up, the creation of an active ageing Forum, testing Diversity Management approaches – based on strategies for local governance that involved a far-reaching local partnership comprising 24 public and private bodies. The transnational partnership ran in parallel with the local network and included the EARLALL association (Brussels, Belgium), Westhmeath Employement Pact (Westhmeath, Ireland) and Videnscenter for Integration (Vejle, Denmark) who worked together to identify national measures for comparison and to be used in policy transfer for the sustainability and adaptation of innovative approaches in other European contexts The purpose of this study is to examine how to promote a longer active and working life through local policies. To this end, we wish to present practical measures that satisfy the needs of older workers with regard to: employment relationships, employment services and policies, training and social security. In particular, we will be analyzing measures adopted in Denmark, Ireland and Italy where a range of polices for active ageing have been implemented. Moreover, this studies supplies detailed information on how to transfer good practices via transregional cooperation. The authors propose a simplified model of an Open Method of Coordination between local government bodies base on results obtained from testing this policy transfer under the “Senior at Work” project.
